**PAL array** that determines whether the numbers are
equal (X = Y -> F1 = 1) or, otherwise, which one is larger
(X>Y -> F2 = 1, or X<Y -> F3 = 1). The PAL array is
provided below.

**Constraint:** Your design should only use the
Programmable Array Logic (PAL array) provided below. Unused AND
gates should output a 0. Unused outputs should output a 0.
